Build Combo Table
This function will:
| 1. | Create a Combo record for all Categories that will not use Sub Categories. |
| 2. | Create one Combo record where there are categories that will use sub categories. |
This default Combo record will be based on the first category and the first sub category in
the lists. This is to enable the first defined product (products that are created using
properties) to be created. Category sub category combos are built based on the category
and sub category selected for a product.
